In the Site Lock Information section, there are four lock states:
Adding Content Prevented
Read-Only (Blocks Additions, Updates, And Deletions)
Here is where you can check the status of a site collection and change its lock state. This
ability is very useful if, for instance, you have a rogue user doing bad things and you need to block
all access to the site collection until the situation is contained.
In the Site Quota Information section, you can set the selected site collection’s storage quota
individually or assign an existing template to it if you’d like. This setting is useful if you want to
change the quota assigned to a site collection during its creation. This section also lets you
manage the resource quotas of any sandboxed solutions used by the site collection.

As you can see in Figure 11.19, this link simply opens a page where you can see the primary and
secondary administrators for the selected site collection.
This setting is here is so a farm administrator can see who is supposed to own a particular site
collection and reassign ownership if necessary—or take one over if they must. In the Primary Site
Collection Administrator and Secondary Site Collection Administrator sections of the page, you
can see and change the primary and secondary administrator accounts for the selected site
collection. Remember that only single accounts are accepted; no security groups are allowed.
